Jeff Civian
Senior Living Developer and Private Pilot

A civil project engineer based in Wailea, Hawaii ,with more than three decades of experience, Jeff Civian has led development efforts for more than 450 senior living facilities, managed multiple golf courses, and built airplane hangar facilities. Jeff Civian oversaw all phases of construction for homes for the Oakmont Senior Living community in Santa Rosa, California. This involved collaborating on design elements, obtaining tentative map approvals, and resolving any issues with the local government.
Jeff Civian co-founded Oakmont Developers, the parent company of Oakmont Senior Living. He also worked as managing member at Aegis Assisted Living, which also developed and built assisted care facilities. More recently, he was a member of the City of Healdsburg Planning Commission from 2010 to 2019. He has also served on the Sonoma County Planning Commission, Town of Windsor Planning Commission, and City of Santa Rosa Design Review Board.
A private pilot with a multi-engine instrument rating, Mr. Civian built hangar facilities, including crew quarters for pilots and nurses, for REACH Mediplane at Charles M. Shultz Airport. He has more than 3,200 hours of experience flying Beechcraft Barons and Bonanzas.
Complementing his professional experience, he holds a master’s degree in civil engineering from California State University Sacramento and a bachelor of science in renewable natural resources from the University of California Davis.
